Scientific Laboratories, Inc. (ASLI) was formed in 1997 as a small, woman-owned business to provide engineering, technical,
and program management and business management support services to clients in government and industry. Our staff is experienced in program management, systems engineering, customer service, training, system
integration, software development, acquisition management, integrated logistics support, configuration management, and electronic
business operations.
ASLI
has been providing consulting support to Purchase Card programs since June 1999. Our
personnel have detailed knowledge of the issues associated with implementing and managing financial card programs. Below is

Recent accomplishments:
ü ASLI is currently providing financial
card consulting and systems engineering services to MasterCard International, and the U.S. Department of the Navy. In the
course of this investigation, ASLI personnel have discovered tens of millions of dollars in purchases which could be converted
to Purchase Card transactions. ASLI is currently formulating plans to assist the agencies in identifying and eliminating roadblocks
to purchase card use for these transactions.
ü ASLI is conducting a detailed spend
analysis and program optimization effort for the Navy, under sponsorship of MasterCard.
ü ASLI engineered automated electronic
certification programs integrated with emerging and existing purchasing and accounting systems.
ü ASLI developed detailed process maps
and functional decompositions of card programs to aid in identifying bottlenecks and inefficiencies, and in evaluating true
program costs.
ü ASLI developed the functional requirements
and conceptual design for an on-line automated purchase log to integrate with existing bank programs and with local accounting
and logging practices, providing reconciliation assistance through transaction matching.
ü ASLI developed metrics programs for
identifying trouble areas within the program.
ü ASLI is currently working with a major
program office to apply neural network and other advanced data mining techniques to detect potential fraud and abuse in near
real-time.
ü ASLI developed and rolled-out fully-automated
on-line training programs for Purchase, Fleet, and Travel Card programs.
ü ASLI created and conducted a data
mining project which resulted in identification of over $1.2 Million per year in underpayments of refunds. These underpayments
had been overlooked by two major audit agencies.
ü We have literally traveled all over
the world to support our cardholders and administrators with training and on-site technical assistance.

Charles W May - Program Manager/Lead Consultant

· Financial Card Programs Experience/Accomplishments: Seven years of experience in providing
systems engineering and management consulting to major Purchase Card and electronic business programs for the MasterCard
Association and to the US DoD Purchase
Card Office. From 1999 to 2005, served as a key member of the US Navy’s Financial Card Management team, overseeing the
Navy Purchase Card program which processes over $1.7 billion in purchases per year.
· Conducted
a data mining and statistical analysis effort which identified anomalies in the methods used by the bank in computing rebate
payments. The result was an immediate increase in payments by the bank to the Navy of $1.4 million per year.
· Developed
the functional concept and a notional design for an on-line automated purchase log system to assist field units with account
reconciliation, and to assist auditing and regulatory processes.
· Engineered
automated electronic certification programs integrated with emerging and existing purchasing and accounting systems.
· Developed

Card Programs Experience/Accomplishments: Fifteen years of experience in Government, Corporate and Consumer credit card technical
sales and services. Experience includes business and technical support for a client base generating $3.6 billion dollars in
annual spend and responsibility for an $11 million annual application development budget.
- Managed the successful design, development and implementation
of applications supporting the Commercial Card business portfolio at Citibank, including CitiDirect® Card Management
System, Citibank Financial Interface, Citibank Card Management Program Audit Tool and the Citibank Online Statement System.
- Managed the design team for the development of the
Consumer Credit Card Customer Service client server front end to mainframe applications.
- Led the team supporting the successful
development of Commercial Banking Solutions for the re-engineered Portfolio Management area of Wachovia Commercial Bank.
- Managed the successful implementation of consolidated
banking systems for the Bank of America Model Banking Program including deposit, consumer lending, ATM authorization and card
association interchange and settlement.

Programs Experience/Accomplishments: Since 1999, has been providing training support for the DON Consolidated Cards Program
Management Division. This support includes all aspects of computerized training
development – needs analysis, training objectives definition, text and graphics creation, narration and finished product
packaging for web distribution.
· Other Experience: 37 years of Information Technology Systems and Business Analysis experience.
He has designed, developed and documented hardware and software systems, and has extensive experience in all aspect of computer
technology training.
Ross Reeves – Field Support and Operations Consultant

· Financial Card Programs Experience/Accomplishments: Since 2000 has been providing business
process improvement analysis, customer service support, technical support and project management support for the Government-wide
Commercial Purchase Card Program.
- Considered Subject Matter Expert for DON Purchase Card Program in Policy, Program Procedures,
System Operations and development of Training.
- Provided training and recommendations to improve the business processes of Fleet Units
and to prevent misuse, abuse and fraudulent transactions based on an analysis of their transactions and credit card program.
- Provided Functional requirements, process flow analysis and testing support
for an automated data mining tool. Provided business process improvement for automated data mining tool involving the identification
of high-risk (potentially fraudulent) credit card transactions.
- Provides Policy guidance by providing Purchase Card Help Desk support.

planning, Integrated Logistics Support (ILS), configuration management, training, facilities, manpower and personnel, technical
documentation, Continuous Acquisition and Life Cycle Support (CALS), and business process reengineering. Managed the pilot program and production roll-out of the US Navy’s Purchase Card Automation System.
David C May – Systems Engineering and Data Management Support

Nancy J May – Data Management Support

· Experience: Over 9 years of experience in data analysis, research, and technical writing
in support of systems acquisition programs and financial services. Often working independently, she employs hardware and software
tools to analyze project requirements, research technologies, and analyze data which is essential for implementation and control
of the programs. Provided data mining and analysis of purchase card invoices submitted electronically from remote sites.
Eileen B Valadez (ASLI President) – Program Management and Data Management Support

· Experience: Ten years of experience in program management, environmental project development,
project coordination, project accounting, subcontract management, marketing, and government regulations. Developed and maintained
action tracking systems and technical discrepancy logs in support of the US Navy Purchase Card Automation System roll-out.
